Правила оказания медицинской помощи

иностранным гражданам
1. В ГБУЗ СК «Краевой центр СВМП №1» иностранным гражданам оказывается консультативная и специализированная медицинская помощь.
2. При необходимости получения медицинской помощи иностранный гражданин или его законный представитель обращается в Отдел внебюджетной медицинской деятельности ГБУЗ СК «Краевой центр СВМП №1».
3. Для оказания медицинской помощи иностранному гражданину необходимо идентифицировать личность иностранного гражданина: медицинский регистратор проверяет документы, удостоверяющие личность гражданина (или его законного представителя), вносит в программу ГБУЗ СК «Краевой центр СВМП №1» для дальнейшей работы.
4. Идентификация включает в себя установление следующих сведений в отношении иностранного гражданина (лица без гражданства):
фамилия, имя, отчество (при наличии);
гражданство (в отношении иностранных граждан);
число, месяц и год рождения пациента;
реквизиты документа, удостоверяющего личность;
данные миграционной карты, документа, подтверждающего право иностранного гражданина или лица без гражданства на пребывание (проживание) в Российской Федерации (вид на жительство либо разрешение на временное проживание);
адрес места жительства (регистрации) или места пребывания;
данные договора (полиса) обязательного медицинского страхования (для постоянно или временно проживающих в Российской Федерации иностранных граждан, лиц без гражданства): при наличии такового.
данные договора (полиса) добровольного медицинского страхования, заключенного со страховой организацией: при наличии такового.
5. Для иностранных граждан документом, удостоверяющим личность, является паспорт иностранного гражданина либо иной документ, установленный федеральным законом или признаваемый в соответствии с международным договором РФ в качестве документа, удостоверяющего личность.
6. Для оказания медицинской помощи иностранный гражданин или его законный представитель подписывает информированное добровольное согласие на медицинское вмешательство и информированное добровольное согласие на оказание платных медицинских услуг (договор на оказание платных медицинских услуг), согласие на обработку персональных данных, бланки подписываются собственноручно.
7.Медицинская документация пациента – иностранного гражданина заполняется на русском языке.
8. Информирование иностранных граждан о получении медицинской помощи в медицинской организации:
При обращении иностранного гражданина в медицинскую организацию по поводу оказания медицинской помощи медицинская организация обеспечивает его информирование о Правилах оказания медицинской помощи иностранным гражданам на территории Российской Федерации, утверждённых Постановлением Правительства РФ от 06.03.2013 № 186. С этой целью указанные Правила размещаются на информационных стенде, размещённом в холле медицинской организации.
Личное информирование иностранного гражданина о Правилах оказания медицинской помощи иностранным гражданам на территории Российской Федерации осуществляется медицинским работником медицинской организации только после точного установления нуждаемости иностранного гражданина в той или иной форме медицинской помощи (экстренной или плановой). В случае нуждаемости иностранного гражданина медицинской помощи в экстренной форме информирование осуществляется после устранения угрозы для жизни иностранного гражданина и стабилизации его состояния.
Иностранные граждане, являющиеся застрахованными лицами в соответствии с Федеральным законом «Об обязательном медицинском страховании в Российской Федерации», информируются в медицинской организации о правах и обязанностях застрахованных по обязательному медицинскому страхованию граждан при оказании медицинской помощи.
При оказании иностранному гражданину медицинской помощи на платной основе осуществляется его информирование в соответствии с Правилами оказания платных медицинских услуг в ГБУЗ СК «Краевой центр СВМП №1».
9. После завершения лечения иностранного гражданина (лица без гражданства) выдается выписка из медицинской документации с указанием срока оказания медицинской помощи в ГБУЗ СК «Краевой центр СВМП №1», а также проведенных мероприятий по профилактике, диагностике, лечению и медицинской реабилитации. Медицинская документация заполняется на русском языке.
Rules for the provision of medical care

1. In the State Healthcare Institution of the Stavropol Territory «Regional Center of the First-Rate Medical Care No. 1» foreign citizens are provided with advisory and specialized medical care.
2. If medical care is needed, a foreign citizen or his/her legal representative shall contact the Department of Extra-Budgetary Medical Activities of the State Healthcare Institution of the Stavropol Territory «Regional Center of the First-Rate Medical Care No. 1».
3. To provide medical care to a foreign citizen, it is necessary to identify the foreign citizen: the medical registrar checks the identity documents of the citizen (or his/her legal representative), enters them into the program of the State Healthcare Institution of the Stavropol Territory «Regional Center of the First-Rate Medical Care No. 1» for further work.
4. Identification includes the establishment of the following information regarding a foreign citizen (stateless person):
last name, first name, patronymic (if any);
citizenship (in relation to foreign citizens);
date, month and year of the patient’s birth;
details of the identity document;
details of the migration card, document confirming the right of a foreign citizen or stateless person to stay (reside) in the Russian Federation (residence permit or temporary residence permit);
address of the place of residence (registration) or place of stay;
details of the compulsory medical insurance contract (policy) (for foreign citizens and stateless persons permanently or temporarily residing in the Russian Federation): if any.
details of the voluntary medical insurance contract (policy) concluded with the insurance organization: if any.
5. For foreign citizens, the identity document is the passport of a foreign citizen or another document established by federal law or recognized in accordance with an international treaty of the Russian Federation as an identity document.
6. To provide medical care, a foreign citizen or his legal representative signs informed voluntary consent for medical intervention and informed voluntary consent for the provision of paid medical services (agreement for the provision of paid medical services), consent to the processing of personal data, the forms are signed personally.
7. Medical documentation of a patient — a foreign citizen is filled out in Russian.
8. Informing foreign citizens about receiving medical care in a medical organization:
When a foreign citizen applies to a medical organization for medical care, the medical organization ensures that he is informed about the Rules for the provision of medical care to foreign citizens on the territory of the Russian Federation, approved by RF Government Resolution No. 186 of 06.03.2013. For this purpose, these Rules are posted on an information board located in the lobby of the medical organization.
Personal informing of a foreign citizen about the Rules for the provision of medical care to foreign citizens in the territory of the Russian Federation is carried out by a medical worker of a medical organization only after the precise determination of the foreign citizen’s need for one or another form of medical care (emergency or planned). In the event of a foreign citizen’s need for emergency medical care, the informing is carried out after the threat to the life of the foreign citizen has been eliminated and his condition has stabilized.
Foreign citizens who are insured persons in accordance with the Federal Law «On Compulsory Medical Insurance in the Russian Federation» are informed in a medical organization about the rights and obligations of citizens insured under compulsory medical insurance when providing medical care.
When providing medical care to a foreign citizen on a paid basis, he is informed in accordance with the Rules for the provision of paid medical services in the State Budgetary Healthcare Institution of the Stavropol Territory «Regional Center of SVMP No. 1».
9. Upon completion of treatment of a foreign citizen (stateless person), an extract from the medical documentation is issued indicating the period of medical care provided at the State Budgetary Healthcare Institution of the Stavropol Territory «Regional Center of First-Run Medical Care No. 1», as well as the measures taken for prevention, diagnosis, treatment and medical rehabilitation. Medical documentation is filled out in Russian.
